Yeah, they do. The "Jazz is all about" bit is from an early season of the simpsons, where we get a lot of Bleeding Gums Murphy's backstory. The "Pokey man" bit comes from the episode where the Griffins take Stewie to be on Cosby's Kids Say the Darnedest things. Like I said, pretty irrelevant, and I know WAY too much about cartoons.
It's not as slow as you think, it's just frame-culled and staggered. It's acutally running at the correct fps speed...it's just missing an assload of frames. Again, I did this to aviod de-sync on mid-range to low end machines...because any gif around or over 100 frames becomes highly un-stable in syncing on multiple machines.
