The RUC was the Royal Ulster Constabulary. It has since been changed to the Police Service of Northern Ireland. While it constantly colluded with the UDA, UDR, UDF, etc. it was still a police force and not a paramilitary. Even though it was just a tool of the unionists.
Other than that, you're dead on about the various loyalist paramilitaries not giving up their weapons . With the IRA disarming and the unionists keeping their guns (British supplied), the catholic neighborhoods are practically defenceles
