The only problem is that someone was awarded a KBE but died before they collected it. I think his widow was refused the award and he went titleless and dead. Also, some people wanted Reginald Mitchell to get an Earldom, but he didn't.

Australians are members of what is called the Commonwealth Realms. Queen Elizabeth II is still the official head of state and retains executive control over the country, though she appoints governor-generals and delegates power to the elected Prime Minister, it's the same in Australia as it is in Canada, and several other nations. He's eligible for British Knighthood.

They are, just as her power is ceremonial, but the fact of the matter is, they can invoke that power should they ever wish to. That aside, the power of the Queen or the governor-generals has no bearing on the eligibility of a knighthood. They're commonwealth members. Even if they weren't, non-citizens are eligible for what's called an "Honorary Knighthood." Bill Gates has one.
