Just in case anyone asks, Hogan and his men accidentally dropped some secret plans down a dry well in the camp, so they blew up the local waterworks to provide an excuse for them to work on it, thereby covering their efforts to retrieve the plans. What you see is Col. Klink's superior officer a few seconds after the water plant shuts down during his shower.
