I big reason why I don't think OCR allows instrument swapping is because it's so easy to go to a webpage like this http://www.vgmusic.com/music/console/nintendo/n64/Windmill.mid, download the midi, open it with an editing program, and do nothing more than change the instruments/arrangement and add a note or two. Also, they probably want a new approach. You should try for a true remix sometime =P
Like the rest of the state, Santa Clara County is facing a financial crisis that is precipitating deep cuts to services. The County is seeking ways to cover a $230 million dollar budget shortfall, and is eyeing programs to slim down in the effort. Many of these cuts are coming in the form of reduced funding for programs such as drug and alcohol treatment programs. The County recently put on hold a plan to eliminate dozens of positions in its mental health department. At the state level, the recently passed budget contained some 15 billion dollars in cuts to education and social services. While the state budget did include sales tax increase, there was no income tax increase. The state and counties are left with placing the burden of the budget shortfall on the most vulnerable segments of the population.

If super popular internet user keatonkeaton999 can change his site from 8 years ago and no one complains, what's the chance of my sites having an impact? The internet is fleeting.
