Yeah I watched that film recently, I found it a bit odd at the ending credits when everyone's name was japanese except for the narrator. Turns out it was filmed in japan and then later localized for english-speaking audiences.

Umm, it's not entirely taken over by "*ssh*les and f*ckers". There are users that actually do make great, quality sites, and yet they're still not good enough for you. What a heart warming movie. Too bad the animals were kind of abused during the filming by the Japanese that made the movie.
