New York and the NYPD claim that there is no quota for tickets, but there are expectations for the number of tickets given out. Look at it next to a dictionary, and see the paradox. No offense to the NYPD.

The thing is, everyone speeds. Very few people go any less than five miles over the speed limit. So they can justify it that way, but they can't say they're stopping people from speeding, because everyone speeds every single time they drive.

When they say they have expectations to give out, it doesn't mean they have to reach that limit, it's just there ... ok, yeah it is... can't justify what he said
