I thought it was the coast of Seafoam you go to for Missingno, along with that glitch where you get Safari Zone Pokemon there and don't have to pay the fee to go in and attempt to actually catch something but the throwing rocks don't do crap to the HP, just piss it off and make it run.

Missingno is Pokemon number 0. It shows up when a pokemon battle is started without the enemy pokemon's stats being put into the right place in memory. That coastline wasn't included in the spawn zone of the water next to it, but it also didn't have the no enemies property of the city. It would only damage your savegame if you caught it.
