This is not true. There are streets directly underneath, and in fact there are roundabouts (such as dupont circle) on the end of each star corner. The streets are quite straight, though satellite imaging is not an exact science. In short, there probably is no Satanic motive here, but there is a clear and obvious pentagram or five sided star with enunciated circles and a white house, and the Washington Monument is precisely positioned to make this star apparent.
