It's the song of storms. I wanted to have him saying PTKFGS, and I wanted to use something a little more interesting than the plain PTKFGS audio clip, and it sounded really empty with nothing else in there.

Majora's Mask had an infinitely more interesting plot than regular old "oh noes, Ganon took over the world and link has to save it again." IMHO, Majora's Mask also had better music and was just better in general (and don't say "omgitwaswaytooshort" either, it had hours worth of extra side-quests)
