Hadoukens aren't fire at all. They are blasts on energy that are like extreme force hitting you. The only SF character with true fireballs from 2 is Dhalsim.

In Super Street Fighter II (Super NES), Ryu rolls from back to down to forward and punches to perform a Fire Hadôken. It combines with Ken's energy to form a Fire Spirit.
