No, it's 12:50 EST. That's when views start getting counted, so as long as your site is on up and coming then you could easily make it. This was quite useful back when TPILOL was forcing stuff like OBEY and it still seems to work.

Such as the fact that as soon as you create your site 10 other users will decide to create a site 1 second afterward, bumping your site off of newly created before it gets any amount of votes. Also, as soon as your site does well, some one will decide to downvote it for the stupidest of reasons. Also, popular users can create a sh*tty site and it will do better than a
