Have you tried using Cool Edit Pro and re-saving it as a mp3? Or getting the 'Out-Lame' winamp plug-in to re-encode it as an mp3? Those are some of the things I've done when mp3s don't behave properly.

it's like somebody's attempt at purposly making something horrible backfiring
