Allow me to elaborate. There are 6 billion people on earth. Each have their own customs, cultures, desires, language, histories, prejudices, etc. Appealing to every one of their sensibilities at once is impossible. Even through the vessel of smaller governments, there would be insurmountable barriers in place. Not enough resources for control, organization would fall apart because as soon as you give or take away enough power (more for overseers, less for public), there would be an internal conflict, etc.
