No, Bush is worse. At least Obama can articulate, though he is still just a talking head really. All presidents are. It's like miss America, but they are politicians, that we relate to as symbols of power rather than symbols of beauty. They both have horrible financial policies. Also, I think I prefer Obama's seemingly apparent focus on diplomacy. (Less warmongering?) Though he hasn't prosecuted the Bush administration for torture, which is really disappointing. Bush did a good job of alienating us though.
