Zophar < http://www.zophar.net > has .NSF files for NES games. This song is Bubble Man's theme (same stage as the picture) from MegaMan 2. I played it in a program called Meridian Advance (may be at Zophar as well) and I recorded it and mixed the sounds with Goldwave.

Honestly, I don't even get where people are coming from with the idea that this is some sort of obscure song. It's one of the first songs you hear in the game, it's where the title shows up, it introduces a major soundtrack theme... To me it's basically THE Symphony of the Night song.

The song is called "Soaring Quails" by Horse the Band (yes, the full name is Horse the Band) off of their album "The Mechanical Hand". On that album they also have a song about Birdo, and on their previous album "R. Borlax", they have a song about Cutsman from Megaman. People call them "Video game hardcore". First part of the song is actually from a little-known Civil War game called "North & South" - I needed patriotic music and it was the first thing that occurred to me. Double Dribble would have worked too though ;)
