It took me a few minutes, but I actually made sense out of this. The only change I'd make is the arrow from 04 to 05 be a two sided arrow back up to 04.

NARV describes a manner of voting. High site ratings, if anything, encourage more NARVish behavior and not the opposite. Otherwise you just get stat whores who refuse to vote anything other than 5 because they're afraid of people revenge downvoting them.
