You're probably thinking of illegal immigrants who steal Social Security numbers; that's called identity fraud, not the government covering for them. If he weren't born in Hawaii, why would the birth announcement appear in both Honolulu newspapers, how would the corresponding data appear in the DOH database, and why would the people at the hospital who remembered that far back corroborate the story? There's just too much fame and fortune to be made blowing the lid off Obama's true origins if he'd faked them
