If 20% of ytmnd happens to be narvists who do not vote on merit but use it as a tool to further their own selfish agendas then 20% can keep anything off the U&C. Period. No matter what it is. It just so happens that a certain type of person is more inclined to be a narvist, and if you don't believe this then you're living in a cave. There is a popular anti-intellectualism in our society and it clearly manifests itself here.
If you were to check the average intelligence level of a narvist voter you would see a statistically significant inverse relation between likelihood to be a narvist and intelligence. It's not surprising. Little kids vote this way by nature because they're highly irrational and have no concept of perspective or integrity.

and yes, 20% is not an exact figure but it just so happens that this is the average needed to keep something off. Regardless, 30% will guarantee something of never seeing the U&C given that it receives only 5's from everyone else (an unrealistic assumption) and this is clearly not representative of the population.

Also if you want to get into basic voting theory... the type of voting system affects the ranking of sites. Sites that are overly downvoted (overly upvoted isn't as influential because of the disparity between the rate required to make U&C and the value of the upvote... roughly 4 and exactly 5) would rank better in a binary voting system (pass/fail, thumb up/down etc.) than in the current system. Thus, to say that it is representative not only isn't true but shouldn't be true.
