Those kids don't have the same condition as Brian Peppers. There parents had agent orange and because of that they are deformed.
For those who do not know look up agent orange, in the vietnam war it was used to stop plant growth but since the villagers needed to get food they would sometimes get food with agent orange on it and would get really sick. This a result of that.
