A recorded part of the massive US Army/ARVN "Chieu hoi" Psywar program, reminding soldiers to not kill or hurt surrendering NLF ("Viet Cong") or North Vietnamese Army soldiers if they came forth hands up with a "Chieu hoi" leaflet in his hand. Program lasted from 1967-73. "Chieu hoi" = "Open Arms", with an understanding of no POW camps for a surrendering soldier.

All the songs seem to date from 1968, so that mus be when this was recorded, probably off the AFRVN FM transmitter (wherever that was.) A total bodge results.
