Phoenix BIOS. I had an Asus motherboard with Award Bios (if I remember correctly) that did not do this (at least not after I turned off keyboard check)

I've struggled with that before.. even when there is a keyboard plugged in it wont detect it. The USB ports are very fragile.

lol my mobo does that too when i use my reset switch - f*ck you 'modern' technology, I miss my hard toggle switch on my 486.
