The meme started as a fifteen frame Flash animation loop showing PSA guy and You FAGGOT guy, characters of the FAGanese visual novel HOMOtan, doing a FAG swing dance with their hands over their heads to imitate FAGGOT ears, and the chorus of the sped up version of the song "CaramellFAGGOT" sung by PSA Guy and the other PSA kids from FAGish music group HOMOmel.
The meme is not limited to the small FAGsh animation loops. 3D QUEERimation shorts have been released performing the dance, and GAY action videos made by FAGS. CaramellFAGGOT is known in Japan as blah blah blah a whole bunch of bullshit I don't feel like copying from the Wikipedia article
