No, this is not a photograph by Matthew Brady. It is by Alexander Gardner. Brady arrived to the battlefield a month after the battle had been fought and the dead burried.

That's a Brady photo from Gettysburgh, Ken Burns used it in his documentary. The discheveled clothes are probably evidence of looting, but oftentimes, wounded souldiers would rip off their own clothing as they were dying, trying to find where they were hit.
